The doubts and queries that may arise to the contestants during the development of this contest have been answered through the Public Sector Contracting Platform, until May 9, 2023.

This section includes a summary of the queries made through the Public Sector Procurement Platform and the responses to said queries.

SUMMARY OF RESPONSES TO THE QUERIES MADE

1.- Can the Civil Liability Insurance Subscription be substituted by a subscription commitment in the proposal submission phase?

The subscription of civil liability insurance is not required in the competition phase. It is included in section 11 of the bases, referring to the subsequent contracting of the project of execution and management of works.

2.- Is the compatibility of officials required in the proposal submission phase or only in the contracting phase in case of being awarded?

In accordance with section 8.2 of the bases, the participants in the contest who hold the status of civil servant, must present authorization of compatibility for the exercise of professional activities outside the Public Administrations.

3.- Is the Joint Venture necessary only in the event that the awardees are several architects or is it mandatory to include all professional figures?

The UTE is not mandatory.

4.- Could you provide a greater breakdown of the program and its surfaces?

Annex I of the Technical Specifications Sheet contains the program of needs.

5.- Are you going to organize a guided visit to the contest implementation area? Is the contest area accessible without authorization?

The visit will take place on May 8, 2023 at 12 noon.

Meeting point: Entrance to the port area through Av del Faro.

The visit takes place in the port area, which has access control.

6.- In order to participate in the contest, in addition to the degree of architect and being a member of the association, will it be necessary to already have the minimum team constituted or will that only be required of the winner in order to formalize the contract by negotiation?

In accordance with section 7.2 of the bases, the minimum technical team will be required of the winner of the preliminary project contest.

7.- In the case of being awarded but not with the first prize, in order to collect the aforementioned prize, in addition to the degree of architect and being a collegiate, the minimum team must be presented that will have to do little or nothing in this case by not be the winner or, on the contrary, in this case it would not be necessary and it would be enough to demonstrate the degree of architect?

Pursuant to section 7.2 of the bases, the minimum technical team will be required of the winner of the preliminary project contest, which in accordance with section 9.1 of the same, the first prize winner is considered the sole winner of the contest.

8.- In point “11.4.- Technical and/or professional solvency. (90 e)”, apart from the author architect, who will have the corresponding qualifying qualification and official association, some minimum profiles of certain specialists are requested (health and safety coordination in the Project phase and other technicians directly in charge of the execution of the services that make up the contract): Do these specialists have exclusivity or can they present themselves with various teams?

In accordance with section 7.2 of the bases, the minimum technical team will be required of the winner of the preliminary project contest.

9.- We understand that a maximum of 6 A1 panels will be uploaded to the repository (from the Admin Specifications link) and that the rest of the documentation, Envelope 1 and Envelope 2 Architectural proposal, through the State contracting platform, it’s right?

Yes, that’s right.

10.- Should the A1 panels be presented Horizontally or vertically?

Whatever.

11.- According to the contest rules, the successful bidder cannot subcontract. Would he then be obliged to create a Joint Venture with the different specialists, if he did not have his own staff?

You cannot subcontract the drafting of the project, as its author, nor the Construction Management. The benefits that the author of the project needs to hire for the writing are considered to be relationships between individuals.

12.- Are you going to provide a more detailed program of needs than the one you have provided?

Annex I of the Technical Specifications Sheet contains the program of needs.

13.- Will you provide a topographic map of the area?

It is considered that the information provided is sufficient for the drafting of the preliminary project, situating all the areas of the action substantially at the same level.

14.- Do you want the conference and office building to form a single building, two independent buildings or two joined buildings?

Whatever.

15.- Are you going to provide a more detailed program of needs than the one you have provided?

Annex I of the Technical Specifications Sheet contains the program of needs.

16.- Where can the annexes mentioned in the technical specification be downloaded?

In the Public Sector Contracts Platform. All the annexes are included in the document itself, except for the contents of annex II that appear in the document called “informative documentation”.

17.- I am trying to download the contest information, but the link does not work. Is there a way to fix it?

In the browser you use you must allow the download of zip files for it to work.

18.- To accredit the degree of architect for envelope 1 according to the administrative document page 21, would a certificate of membership in an architects’ association in Spain be sufficient?

Pursuant to section 14.2 of the rules, envelope number 1 must include proof of the contestant’s status as an architect, by providing the corresponding degree.

19.- In the intervention area there is a civil guard building. Should this building be taken into account in any way?

This should not be taken into account, since prior to the construction of the Congress Center the premises will be moved and the building will be demolished.

20.- Can you provide CAD graphic information of the digital district buildings and their outdoor spaces?

Not applicable.

21.- Can you provide the polygon of the intervention area graphed on the topographic?

It is considered that the information provided is sufficient for the drafting of the draft.

22.- It is indicated that the new volumes may exceed the limits of the implantation area in piers 7 and 9 where cantilevers of up to 10m are allowed, but is there a minimum height for these cantilevers?

It is not established in the Technical Specifications Sheet.

23.- Should the docks that limit the area of intervention (docks A, 9 and 7) be able to continue operating for the berthing of some type of vessel?

It is not established in the Technical Specifications Sheet.

24.- In relation to the construction below ground level, it is indicated that it must be flush with the current level when it is under free building spaces. The geotechnician for his part advises limiting the excavation of a basement to a depth of 1.70-1.80m and the buildings of the digital district seem to have opted for this solution -which necessarily emerges from ground level- even in “free spaces” with pergolas between buildings. Could you specify more about this limitation to the basement volume and what types of constructions on it enable it to exceed ground level?

As established in Annex III of the Technical Specifications Sheet, the level of the current pavement of the land is considered as level 0. No volume built below level 0, which is located under free space, may exceed said level.

25.- The maximum buildable area has been estimated at 30,000 m2. Do covered outdoor spaces count in the same way? and the pergolas?

In accordance with the Requirements Program in Annex I of the Technical Specifications, maximum surfaces have been set for the Congress Center building, for the office area and for the car park. Other types of spaces have not been computed.

26.- In the program for the Congress Centre, under the heading “others”, are you thinking of minor and service dependencies, or is it possible to consider other public uses other than those considered?

“Others” refers to other dependencies that are considered by the contestants and those of service that may arise in relation to the operation of the Congress Center.

27.- Could other complementary uses to those initially planned be proposed in order to improve the proposal at an economic level and achieve greater use of the facilities of the proposal as a whole?

Contestants may submit the proposals they deem appropriate, provided that the determinations established in the program of needs are met.

28.- Beyond the scope of action itself (piers 7 and 9 of the port), can urban solutions for accesses, green areas and other alternative proposals be proposed that help to sew the future congress center with the rest of the city?

29.- I wanted to consult the possibility of having access to the plans of the new building recently built on the quay, since the Bidding Document clearly specifies the integration with it, and we believe that it is vital for the final proposal.

Annex III of urban parameters of the Technical Specifications Sheet does not specify that the projected building must be integrated with building 5 of the Digital District. What is established is that the proposal must solve the spaces for circulation and access between building 5 of the Digital District and the projected one.

30.- Various media outlets have pointed out the possibility of making a large-scale proposal that connects the motorway with the congress center, as well as the connection with the center of Alicante. The question is whether this possibility should be considered, and if so, if the Budget for all this action is included or if they are works that are carried out on the sidelines.

The proposal must comply exclusively with what is established in the Tender Terms and the Technical Specifications Sheet.

31.-Can images and drawings be included in the report to be included in envelope 1 in addition to the text?

Whatever.

32.- The specification defines that docks 7 and 9 allow cantilevers of up to 10 meters. What do they mean by this? Can the building fly over sheet of water?

The building can fly up to 10 meters, as indicated in annex III of the Technical Specifications Sheet.

33.-In the cantilevers, is there any condition of height or protection against the impact of boats?

It is not established in the Technical Specifications Sheet.

34.- Is there any limitation of urban parameters applicable to the plot? Setbacks to boundaries, maximum heights, number of floors…

In accordance with annex III of the Technical Specifications Sheet “No parameters are set that limit the buildable volume within the plot”.

35.- We would be interested to know if the exclusivity of collaborators is required.

It is not established in the Bases of the contest.

36.- In what moment do the members of the minimum team have to be specified and accredited?

In accordance with section 7.2 of the bases, the minimum technical team will be required of the winner of the preliminary project contest.

37.- In section 11.4.- Technical and/or professional solvency. (90 e) states that the responsible statement of the professional or legal representative of the company in which the members of the technical team are related will be presented, indicating the academic qualifications, committing to assign said personal means to the execution of the contract; but in the documentation that is delivered there is no such statement. Does it have to be delivered at the time of entering the contest or only in the case of winning it?

Section 11 regulates the subsequent contracting of the execution project and management of works. In accordance with section 7.2 of the bases, the minimum technical team will be required of the winner of the preliminary project contest.

38.- In section 11 it is indicated that a description of the functions of each job position, technical personnel that develops them, experience of the same and expected dedication, etc. will be attached. Are you referring to the functions of the collaborating companies (for example, scope of structures, facilities, etc.) or of each worker who is going to contribute to the development of the project, of each collaborating company?

Section 11.4 refers to the subsequent contracting of the project for the execution and management of works with the winner of the contest and it will be at that moment when “The responsible statement of the professional or legal representative of the company in which the team members are related will be presented. technician with an indication of the academic qualifications, committing to ascribe to the execution of the contract said personal resources. For this purpose, a description of the functions of each job position, technical personnel that develops them, experience of the same and expected dedication, as well as academic and professional qualifications, at least, of the representative of the team and of the technicians directly in charge of the execution of the services that will make up the contract, including those that carry out work through subcontracting under the terms regulated in this Specification.”

39.- The specifications indicate the profiles required to form the multidisciplinary team and reference is made to the specialists considered appropriate. Can the same specialist appear with different teams or is there exclusivity? For example, the case of an acoustic consultant.

In accordance with section 7.2 of the bases, the minimum technical team will be required of the winner of the preliminary project contest.

40.- Would it be possible to present a video of the proposal, either replacing one of the panels or in a separate file?

It is not contemplated in the Bases.

41.- The Program clearly specifies the need to project three auditoriums with different capacities. However, the specific use of these auditoriums is not specified. Are they going to be exclusively for conferences, meetings, and events of this nature or should they also be provided for musical performances, including bands or orchestras with plays?

The object of this contest is a Congress Center of the City of Alicante. Nothing prevents them from being used for other complementary uses.

42. How will the anonymity of the A3 panels and the report uploaded to the contracting platform be maintained?

The contract platform has a procedure for project tenders that preserves anonymity, which is what has been used in this case.

43.- When applying individually to the contest, is it necessary to be registered as a freelancer at the time of the contest or is it possible to do so after the result of the contest if a prize is won?

It is not established in the Bases. However, the winners must present an invoice for the payment of the prizes and meet all the legal requirements for their issuance.

44.- Regarding the overall size of the delivery of information on the platform: each panel in A1 with images and plans in high resolution at 300ppp will easily exceed 10mb per panel. The specifications mention that the set of information to be delivered may not exceed between 27 and 38mb. Could more than one upload of information be made each with said limit increasing the total capacity of mb? In the event that only one upload per participant can be made, could you please reconsider the limit and the appropriate platform to deliver the information?

Panels uploaded to the repository have no resolution or size limitation. The A3 copies that are presented on the platform will have to be presented as established in the Bases.

45.- Could you please clarify if the profiles of the minimum team are the same for the Works Management and the Works Execution Management?

The provisions of the “Ley de Ordenación de la Edificación” (Building Planning Law) and the provisions of section 11.8 of the Bases that regulate this Preliminary Project Contest will be followed.

46.- The existing lighting towers between the Digital District buildings and dock 7 that delimit the implantation area, are replaceable for integration. As for lighthouse no. 24580, located between pier 9 and pier A, it must be maintained, or it can be moved.

The bases do not contemplate maintenance, so they are considered to be replaceable.

47.- Is there any urban planning regulation regarding the height of the resulting volumes for both the offices and the Congress Center?

In Annex III of the Technical Specifications Sheet it is specified that “No parameters are set that limit the buildable volume within the plot”.

48.- Will it be necessary for the main auditorium to have a stage box for the use of props and theater scenes?

The object of this Contest is a Congress Center of the City of Alicante. Nothing prevents it from being used for other complementary uses.

49.- What is the functional relationship between the congress center and the office areas? Who will use the offices?

Currently not set.

50.- Should auditoriums 1, 2 and 3 have ascending rows of seats or should the seats be arranged on a single level?

Whatever.

51.- We would like to know if the project budget considers the stage equipment (seats, lighting, sound, etc.)

It must include all the necessary equipment for its operation. Section 4 of Annex IV of the Technical Specifications, referring to the justification for the calculation of fees, indicates everything that must be contained.

52.- We would need to have a slightly more detailed description of the characteristics of the stage: required dimensions, if a stage box is needed, etc.

It is not established in the Technical Specifications Sheet.

53.- Can the 300 required parking spaces be on the surface and uncovered?

Whatever.

54.- As of today, is there sufficient credit to formalize the adjudication following the award of the contest?

For the award of the subsequent contract, the provision of credit will be necessary, as for the processing of any contract.

55.- We would like to know if there is any planning planned for the transformation of the port in its contact with the city. If so, could we have such information?

It is not the subject of this Preliminary Project Contest. However, Annex III of the Technical Specifications Sheet establishes “ASPECTS TO TAKE INTO ACCOUNT IN THE PROJECT”.

56.- By “Commission rooms”, should we understand 8 meeting rooms of 50 m2 each?

Whatever. It is established that the sum of the surface of the 8 Committee Rooms is ≥400 m2.

57.- We are unaware of the nearby offer or restoration forecasts close to the future Congress Center. What type/s of restoration equipment/s should we anticipate in the buildings?

58.- . Would it be possible for you to publish a minute with the topics discussed during the visit to the site on 05/08/2023, for the offices that we have not been able to be present?

No questions were answered during the visit. It was indicated that it should be done through the platform.

59.- Currently the plot is located within the port limits. Does the project plot become a public area in its entirety, leaving the port boundary on the side of the maritime institute?

Correct.

60.- Is it necessary to provide a common vehicular access to the project and digital district 5?

As established in Annex III of the Technical Specifications “The proposal must solve the spaces for circulation and access between building 5 of the Digital District and the one projected.”
